The sequence
Seven phases
The sequence is reconciled from four independent lists in the project documents: the Manifesto's four phases, the Masterplan's five spatial ones, the Metodo's seven steps and the business plan's Next Phase. The progress, by contrast, is ours to declare.
Phase 01

Mapping the building stock
The first step produces nothing visible: it establishes what is there. Which buildings are genuinely candidates, what condition they are in, who owns them, what constraints apply, and what reaches them in terms of fibre, energy and mobility.
It is the work that makes every other step possible. Without data on the real building stock, every number that follows — costs, capacity, return — is a well-written guess.

Phase 02
UnderwayPilot
The square, the first offices, the first homes
The pilot is the proof that the model holds outside the documents. Indicative target: 3–5 buildings, 5–10 companies, 30–100 workers — business plan figures, not results achieved.
It starts with the square because that is the space holding everything else together: without somewhere for people to meet, an office in a village is just a more distant office.

Phase 03

The functions that make the place liveable
Auditorium, catering, coworking, family services and energy infrastructure. This is the phase where the place stops being merely workable and becomes liveable: the difference between going there and staying.

Resident startups and residency programmes
Resident startups on multi-year contracts, mobile startups trying the place for weeks or months, and a partner network. This is the phase where the place stops being a container for offices and starts producing encounters.

Phase 05

The shared functions and the auditorium
The physical centre the campus organises itself around: the functions no single company would build alone and every one of them uses.

Campus-scale energy infrastructure
It is not a roof with panels on it. It is a campus-scale system, and its sizing has to come from a study of real loads — which has not been done, and which no document replaces with an estimate.

The point where Salvitelle stops being a project and becomes a method: data gathered on the ground, economic validation of what was built, and replication in other municipalities with the same problem.

Two different readings sit side by side on this page. Progress is a statement by the project, not something drawn from the documents: none of them says how far the work has got, so we say who is claiming it and as of when. Provenance is a separate matter and concerns the images: a photograph of what exists is not the same claim as a render of what does not yet, and the badge always says which one you are looking at.
